Position Title: Deputy Director

The Missouri Division of Developmental Disabilities, Department of Mental Health, works in partnership with persons with developmental disabilities, families, community providers and other state and local agencies to support people with developmental disabilities to live and work in their home communities. The Division works with over 1,100 community providers and eleven (11) regional offices and six (6) habilitation centers across the state to support nearly 30,000 persons with developmental disabilities. The Division administers four (4) Home and Community Based Services (HCBS) waivers: Comprehensive Support Waiver, Community Support Waiver, Sarah Juan Lopez Waiver, and Autism Waiver.

The position requires:

  • Knowledge of philosophies of best practices of delivering services to people with developmental disabilities;
  • Knowledge of Medicaid Home and Community based waivers;
  • Supervisory experience, including development and revision of policies and procedures, employee training, employee discipline and completing performance appraisals.

The successful candidate must have a minimum of 5 years of broad management experience within a public health or social services agency; considerable knowledge of national developmental disabilities and other related human services issues and trends; the ability to motivate staff; and a passionate commitment toward implementing contemporary best practice to enhance and improve the lives of persons with developmental disabilities. Strong leadership and decision-making skills are critical, and candidates should have a commitment to collaborative working relationships with partners such as advocacy, provider, legislative, and governmental/regulatory constituents. An advanced degree in a related field is preferred.

The general duties of the position include:

  • Represents the Division Director and/or Division at a variety of meetings;
  • Represents the Division with the Centers for Medicare and Medicaid Services, Protection and Advocacy, People First of Missouri, Advocacy organizations, Provider associations, Missouri Mental Health Commission, Missouri Autism Commission, other state and local agencies and the Missouri General Assembly;
  • Possess knowledge of best-practice in the provision of supports and services for persons with developmental disabilities across the lifespan, including those with Autism Spectrum Disorder and their families;
  • Provide timely and accurate advice to the Division Director on all matters relating to services and Regional Offices, the Office of Autism Services, and the Division in general;
  • Communicate effectively with legislators in the District, responding promptly to concerns and requests;
  • Communicate with family members and consumers who want additional contact;
  • Provide a conduit for consumers, families, advisory councils, Senate Bill 40 Boards, providers, advocates, legislators, other agency staff, and others to express comments and concerns about services, Regional Offices and Office of Autism Services with prompt follow-up as appropriate;
  • Contribute to and participate in the Division and Department strategic planning process;
  • Provide leadership that assures Department, Division, and Office of Autism Services mission, values, and outcomes are implemented throughout the State;
  • Work collaboratively and creatively with staff from other agencies to maximize services for individuals with developmental disabilities and their families; and
  • Provide guidance, instruction, encouragement, and mentoring to staff within the Division.
