PRIMARY DUTIES AND RESPONSIBILITIES
The Division
of Quality Management coordinates or leads a single, integrated quality
management strategy (QMS) that governs all programmatic, administrative and
fiscal components of OMRDD operations.
This quality management strategy is derived from the OMRDD mission,
vision and values and impacts all components and staff of the agency and all
supports and services provided through the agency. The strategy is integrated into the agency's
strategic plan and annual budgets. The
Deputy Commissioner provides leadership and coordinates accountability for all
quality management activities within the agency and its service system.
The Division
of Quality Management assures that appropriate outcomes, performance indicators
and analyses are developed and completed for all supports and services delivery
by OMRDD or through over 700 private, not-for-profit provider agencies. The Division also assures all programs and
services that are provided by or funded by OMRDD are conducted according to
established standards, regulations and statutory requirements. The Division is
the administrative unit in OMRDD which carries responsibility for survey,
certification and review of the over 6800 residential and day service
facilities currently certified by OMRDD and serving over 140,000 people who
have developmental disabilities.
The Division
is also responsible for review of services provided through the HCBS waiver and
Medicaid Service Coordination for individuals served by OMRDD and private,
not-for-profit provider agencies, and for receiving and investigating
complaints from individuals served, their families, advocates and other
sources.
The Deputy
Commissioner for Quality Management provides policy advice to the Commissioner
and is responsible for transforming the existing quality assurance system into
a broader-based quality management strategy and infrastructure that supports
the agency's strategic imperatives. The
Deputy Commissioner is also responsible for the administrative direction of
100+ employees of the division.
The Deputy Commissioner is responsible for the following:
- Ensure the development and implementation of the Agency's Quality Management Strategy in collaboration with the Leadership Team and stakeholder groups.
- Direct and/or ensure the development of all appropriate programmatic, administrative and fiscal outcomes, performance indicators and performance expectations.
- Ensure the development and implementation of operational policies and procedures for survey and certification activities.
- Direct management of staff within the division.
- Develop performance measures and monitor accomplishments to ensure efficiency and effectiveness of work operations of the division.
- Develop and promote best practices to enhance the abilities of staff members and support the continuing development of staff competencies.
- Ensure the development of responses of OMRDD to federal and state oversight agencies.
- Ensure the development and ongoing retooling of regulations and training of providers in all aspects of survey and certification.
EXPERIENCE
Five
years of progressively responsible supervisory and managerial administrative
experience in quality management responsibilities in healthcare or human
services, hospital, or developmental disabilities setting. Experience involving
the development and management of a broad-based quality management strategy is
required. Experience managing changes in
strategic direction and organizational culture is preferred.
ACADEMIC BACKGROUND
A master's degree in an academic or business program that is applicable to the
quality management responsibilities is required.
