Associate Director for Finance and Administration - Institute on Disabilities, Temple University

The Institute on Disabilities is Pennsylvania's University Center for Excellence in Developmental Disabilities Education, Research and Service (UCEDD). It is funded by the Administration on Developmental Disabilities and authorized under the Developmental Disabilities Assistance and Bill of Right Act. The purpose of a UCEDD is to provide university-based training, community services including training and technical assistance, research and dissemination with and on behalf of people with disabilities and their families. The Institute on Disabilities at Temple University is a center within of the College of Education and reports directly to its Dean. Currently there is a staff of approximately 40 and 15 graduate students working on 30 projects across the Commonwealth.

Duties of the Associate Director for Finance and Administration:
Duties of this position are focused on internal administration and management of both personnel and fiscal/contract matters. This includes the following: (1) fiscal management and accounting, including interfacing with the University and the College of Education offices involved with grants -- both pre-award and post-award; (2) grants, contracts and subcontract management; (3) personnel administration and management, including staff and management meetings; (4) assisting the Executive Director and other senior staff with grant-related activities; and (5) representing the Institute on Disabilities in the absence of the Executive Director. The chief operating/fiscal officer, who will report directly to the Executive Director of the Institute on Disabilities, will have supervisory responsibilities and will be a member of the management committee.

Qualifications:

(1) Master's Degree in a human service field, business administration or equivalent experience and (2) at least five years of experience in administration and grants management. Experience working at a University Center for Excellence (UCEDD) and knowledge of the field of developmental and other disabilities, especially federal, state and local policies and program supporting people with disabilities are preferred. This position requires high energy, flexibility, and occasional statewide travel.

Functions of the Administrator of the Institute on Disabilities/UAP--IOD-- are primarily focused on internal program management. This includes the following: (1) fiscal management and accounting; (2) grants and contracts management; (3) personnel administration and management, including staff and management meetings; and (4) quality assurance. Quality assurance activities include coordinating program evaluation and quality assurance procedures for services and programs of the UAP, and assisting core function area directors in implementing program evaluations for funded projects. The administrator will be responsible for preparing the UAP Annual Report, including the preparation of the AUCD Annual Database Report. Finally, the administrator, who will report directly to the Director of the UAP, will supervise all administrative support staff.

  • Develops & implements organizational structure to insure efficient utilization of staff time and effort. 20%
  • Advises Director regarding development of policy and goals and establishes procedures and work methods to implement same. 10%
  • Prepares budgets for control of expenditures for all grants and contracts. Develops a system of accountability for expenditures, and maintains control through financial reports. Prepares all budgets and grant reports for the University, local, state, and federal departments and agencies. Reports include both budgetary information and text. 20%
  • Directs the work activities of all central services and clerical support staff. Has hire/fire recommendation. 30%
  • Functions as liaison between local, state, federal government and community agencies in all matters relating to the Institute on Disabilities. 10%
  • Performs such other duties as prescribed by the Director, Institute on Disabilities. 10%

Other Duties:

  • Coordinates the preparation of the Annual Report to the Administration on Developmental Disabilities.
  • Represents the Institute on Disabilities at any University activity/function.
  • Organizes or monitors work of graduate students.

Budget formulation with Principal Investigators determine how resources will be used. Formulates three year plan (goals, objectives, activities) with Management Committee. Establishes and monitors timelines for completing grants and contracts.

Additional Information:
Necessary to have background regarding issues and policies effecting people with developmental disabilities from a local, state, and national level. Experience working within a UAP is desirable.
