Vita/Bio

Dawn Rudolph is the Senior Program Manager of Home and Community Based Services at WIND. In this role, Dawn works with service systems across Wyoming to support disabled people to be fully included, participating members of their communities.

Before joining WIND in 2023, Dawn worked for 14 years at the Association of University Centers on Disabilities (AUCD) supporting university-based research, service, and training centers who advance disability policy and systems change. Previously, Ms. Rudolph served as
Service Coordination Administrator for the Developmental Disability Administration in Washington, DC, and as community living program director for multiple non-profit service providers in Maryland and D.C. Earlier work includes supporting children, adults and families as a family therapist specializing with families whose young children were first diagnosed with disabilities, early intervention teacher, and direct support professional. Ms. Rudolph brings significant service, training, management, administration, and leadership positions, and is dedicated to improving quality of life for people with disabilities. Dawn holds an associates degree in Early Childhood Education and a bachelors degree in Special Education. She received a masters degree in Psychological Services from the University of Pennsylvania.
