Project Description:
The U.S. Supreme Court decision Olmstead v. L.C., 119 S.CT. 2176 (1999) mandated that states serve individuals with developmental disabilities in the least restrictive environment as specified in the Americans with Disabilities Act (ADA) of 1990. In December 20, 2021, North Carolina published The North Carolina Olmstead Plan. The purpose of this "State Developmental Centers (SDC) Community Choice Interviews" project will be to address priority 3 of the NC Olmstead Plan, to "divert and transition individuals from unnecessary institutional and segregated settings." The overarching goals for the project are to: 1. Provide education on best practices for supported decision-making in support of community choice 2. Interview ~650 people with disabilities (PWDs) who have resided in State Developmental Centers (SDCs) prior to 2012 to ascertain their preferences regarding community choice 3. Identify PWDs living within the SDCs who have a preference to explore community living. Refer them to the Division of State Operated Healthcare Facilities (DSOHF) which will work with Managed Care Organizations (MCOs) to coordinate community choice into person centered plans 4. Evaluate the "SDC Community Choice Interview" project and outcomes, with questions.
