Project Description:
For many years the Center for Persons with Disabilities (CPD) has developed and supported Estimator, a software program using Utah's formula to measure severe discrepancy when making learning disabilities qualification decisons. Proposed regulations to accommpany the Individuals with Disabilities Education Improvement Act would add reading fluency to the list of achievement areas students might show a severe discrepancy between intelligence and achievement in. The current project reviewed reading fluency tests and incorporated them into Estimator. The new program was shipped to Utah school districts and charter schools in early in 2006.
