Project Description:
Another system working with people with disabilities is criminal justice. There are misperceptions and limited research-based knowledge regarding the incidence of sexual violence perpetrated against people with disabilities. There are disagreements and controversy surrounding concepts of vulnerability of people with disabilities and their need for protection. The limited research in this area has shown that people with disabilities, whether living in homes of their own, alone or with roommates, in assisted living situations, in small group homes, or in large institutions, are victims of sexual abuse and/or assault. Most of the limited research that exists has been conducted primarily with people with physical disabilities. Research is needed regarding incidence of abuse for developmental and other disability categories, as well for individuals of different racial and ethnic backgrounds. Many questions have not been answered regarding people with other disabilities as well as an identification of possible characteristics of risk for abuse and/or assault, or problems in reporting incidents. Because safety issues are often identified as considerations in decision-making by parents and family members regarding community placements, the Texas UCDD includes this in the Priority Area of Community Inclusion. The Texas UCDD will conduct research and policy analysis and dissemination activities in this area. The rationale for this focus on community inclusion is clear given the significant needs in this state. The large number of individuals still living in institutions, the limited capacity of state agencies to provide the support and training necessary to move people into the community, and the ethnic diversity of the state create conditions where multiple programs with varying areas of focus are needed.
