A Fiscal Analysis of Employment Services and Outcomes for Individuals with Intellectual and Developmental Disabilities in Missouri-MODDC
Project Description:
The purpose of this project is to investigate the economics of employment services and outcomes for individuals with intellectual and developmental disabilities (IDD) in Missouri. We will focus on four employment outcomes: competitive, integrated employment (CIE), supported employment, sheltered work, and self-employment.
In partnership with the University of Missouri - St. Louis researchers, Dr. George Gotto (Director, UMKC-UCEDD) will lead quantitative fiscal analysis. The purpose of the quantitative fiscal analysis is to describe (a) the cost of employment services, (b) the impact of employment services on individuals with IDD in MO (e.g., wages, hours worked), and (c) impact of employment services on government subsidies (e.g., decreased reliance on SSI).
We will focus on individuals with IDD in:
Competitive Integrated Employment
Supported Employment
Sheltered employment
Self-Employment*
We will use secondary data sources, such as RSA-911, to describe the costs associated with providing employment services through vocational rehabilitation and Medicaid Employment Services.To describe the benefits associated with each employment outcome, we will describe (a) individual's income and average hours worked, and (b) the extent to which their reliance on SSI or other government subsidies decreases. We will use the previously mentioned data to project the total costs and benefits associated with employment services over the course of a person's lifetime.
