Project Description:
Many people in the heart of Appalachian Kentucky are hungry to launch their futures, but, unlike
many regions in the country, they do not have a long enough runway to build the required
momentum required due to barriers related to the overall level of economic distress in the region.
SOAR proposed the Eastern Kentucky Runway Recompete Plan (EKY Runway Program) to bridge
gaps for individuals in the prime age employment gap in twelve of the most coal-impacted counties
in Appalachian Kentucky: Bell, Floyd, Johnson, Magoffin, Martin, Pike, Harlan, Leslie, Knott,
Letcher, Perry, and Knox. The Management, Equity, and Governance component project is
designed to coordinate administration and oversight of the EKY Runway Program, including
program evaluation. This subaward to the University of Kentucky Research Foundation is for the
purposes of gathering and evaluating data, conducting a program evaluation, and preparing a
report and other appropriate materials detailing the results of that evaluation for the benefit of
policy makers and other stakeholders looking to establish similar programs in the future.
