Evaluation of the Illinois Systems Change Project
Project Description:
The project is an evaluation of the Illinois Systems Change Grants for Community Living, which began in 2001. The evaluation involves a series of interviews, both on-site and telephone-based, and a comparative analysis of the Illinois projects to other system change projects in other states. Two major themes anchor the intent of the evaluation: (1) emphasis on project implementation issues; and (2) development of consensus vision for future initiatives. The intent of the evaluation is fourfold:
1. to evaluate the experiences and impact of the Systems Change Grants for Community Living;
2. to identify implementation issues that have emerged in these demonstration projects;
3. to identify best practices emerging in other state demonstration projects funded under the CMS Real Choice Systems Change Grants program; and
4. to recommend the most relevant system change activities for Illinois in light of the experiences of the Illinois project and its key components -- Consumer Task Force, State Inter-Agency Team, Homebuyers Coalition, SILC, and the CSDA team (Southern IL Team and the Rockford Team).
