Project Description:
Need: The United States invests billions of dollars annually to provide long-term supports and services to people with intellectual and developmental disabilities. The RISP project tracks the number of people getting LTSS, the types of places they live, and certain characteristics of people who get LTSS. Goal: The University of Minnesota's National Residential Information System Project (RISP) collects, analyzes, and disseminates longitudinal data to describe the status of and trends in publicly funded residential and in-home supports and services for people with IDD. Objectives: RISP 1) collects annual data from state IDD agencies about living arrangements and characteristics of people served; 2) analyzes trends in living arrangements and the impact of Medicaid and other Federal programs and policies on service systems; and 3) collaborates with the National Association of State Directors of Developmental Disabilities, AoD, project advisors, a Joint Data Collection Work Group, and national dissemination partners to disseminate RISP findings to inform research, legislation, litigation, and policy. Unusual features: The RISP project manages a longitudinal database with information about in-home and residential services with data on deinstitutionalization back to the 1880 census, and information about long-term supports and services beginning in 1977. Expected Benefits: 1) Policymakers and advocates use RISP data to inform legislation and policy and drive improvements in publicly funded LTSS for people with IDD; 2) DD Act organizations and state and federal programs use RISP data to inform development of state plans, program activities, research, and litigation; 3) people with IDD and advocates use RISP data to advocate for policies and practices that support them to live where and with whom they choose and to participate fully in their communities; and 4) the use of congregate living arrangements of 7 or more people will continue to decline. Products: target specific audiences and include a website, technical reports, infographics, state profiles, interactive charts, plain language briefs, journal articles, conference and webinar presentations, and Policy Research Briefs and Policy Forums. A robust program of technical assistance also provides customized products to federal and state agencies, researchers, advocacy organizations, providers, the media, and other audiences.
