Project Description:
This project will evaluate the Youth Empowerment Services (YES) program in Texas, made available through a Medicaid waiver to provide intensive case management and a specialized service array for children and adolescents with serious mental, emotional, and behavioral difficulties in Texas. The project will conduct a comprehensive analysis using Medicaid data. There is a pressing need for an in-depth evaluation of program outcomes over an extended period, encompassing both pre- and post-enrollment in the YES program, including a comparison with those of similarly at-risk Medicaid-enrolled children who were not enrolled in the YES Waiver but would have been receiving benefits. Findings from the evaluation will help policymakers make decisions about the YES program and its ability to serve youth with serious mental illness in the state through a Medicaid waiver as well as identify gaps in mental health care for this target population.
