Intellectual and Developmental Disabilities Program
Project Description:
To gain a comprehensive understanding of the West Virginia Intellectual and Developmental Disability system, provider agencies, current infrastructure and resources, and the specific needs of people who are dually diagnosed and present with complex behavior needs, especially those residing in state operated mental health centers, Individual Advocacy Group (IAG) and Trinity Services propose the following:
Scope of Services
• Conduct a thorough needs assessment and understanding of the WV IDDW system through:
o Interviews with collaterals and collaborators
 Current IDDW providers
 Review of the historic crisis stabilization programs
 Representatives of Kepro
 Staff of the WV Department of Health and Human Resources
 WV University Center for Excellence in Disabilities
 People receiving services, guardians, and family members
o All interviews will be approved by Robert Hansen prior to commencement and additional interviews will be conducted per Robert's recommendation
• Develop and facilitate statewide Focus Groups to explore current resources, understand the experience of people, families, guardians, provider agencies, and collaterals, and inform the recommendations and outcome of the needs assessment.
• Meet a subset of people currently living in a state operated mental health center who are dually diagnosed and being considered for community placement.
o Review background information for each person prior to visit at the facility
o Provide initial recommendations of the supports people in the facilities would benefit from in the community
• Develop a detailed report based on the outcome of the needs assessment, focus groups, and interviews
o Identify gaps in education and training for serving people with complex behaviors
o Review the WV IDDW program and provide recommendations for the service delivery system
o Provide written recommendations for the development of short term residential stabilization and support service teams
