UCEDD staff will assess and make recommendations to enhance the Adult Protective Services (APS) current training content and process with the ultimate goal of enhancing the competency and skills of staff for providing person-centered investigations and services that lead to consistent findings and results from across Missouri and retaining employees. UCEDD staff will provide process consulting and technical assistance to APS leadership and training staff in developing structures for ongoing capacity building and training that builds a strong workforce and retains staff and is aligned with best practices including: 1. Up to 3 hours consulting/technical assistance monthly meetings or one on one with key project staff reviewing overall outcomes and providing direction. 2. One to two in-person work days as needed. 3. Map, assess, and make recommendations on current MO APS training content areas and practices for field staff, supervisors, and regional managers in relation to: -- Current MO APS policy, procedures, and operations. -- Categoriziation of principles in relation to training; policy, core competency, Quality Improvement & Quality Assurance, and Human Resources. -- Aligning competencies and outcomes with Administration for Community Living (ACL) National Voluntary Consensus Guidelines for State Adult Protective Services Systems and National Adult Protection Services Association (NAPSA) and other best practices. -- Review and provide written analysis and crosswalks that aligns federal and state policies and best practices training with current APS policy, procedures, operations, and training. -- Develop draft training content outlines and process for on-boarding and annual training and capacity building activities. 4. Provide analysis and recommendations for efective, adult-learning training strategies and platforms for hosting virtual, self-paced, or in-person training and coaching within all levels of APS systems. 5 Provide the Department a report with the analysis of current capacity building structures, platforms and strategies utilized by APS and make recommendations for future enhancements that ensure consistency, on-going quality improvement, and leverages adult learning principles.
