During the 2022 Idaho legislative session, legislation was passed requiring a report and evaluation plan for the Empowering Parents program. Section 33-1033(2), Idaho Code states "By June 30, 2024, and every two (2) years thereafter, the board [Idaho State Board of Education] shall designate a third party to evaluate the program. The evaluation shall be conducted according to criteria set by the board, the senate and house of representative's education committees, and the joint finance-appropriations committee." Through the Idaho State Division of Purchasing (DOP) request for quote (RFQ) process, the awarded university will determine the most appropriate measures and metrics to evaluate the requested criteria, collect and analyze the necessary data for the implementation period of November 2022 through June 2023, and draft a formal report of findings with an audience of the Board and the Idaho Legislature. Based on the DOP's RFQ process, the award was given to the Idaho Center on Disabilities and Human Development (CDHD) at the University of Idaho to be the third party to evaluate the Empowering Parents program.
