SCDD Self Determination Program
Project Description:
Contractor will survey participants regarding satisfaction under the Self-Determination Program pursuant to Welfare and Institutions Code section 4685.8 et seq. This information will be included in a report to the Legislature no later than June 2023 and provide recommendations to enhance the effectiveness of the program.
Contractor will develop, research, and write a report based on the results. This includes developing different surveys for the Department of Developmental Services (DDS), local Self Determination Advisory Committees, withdrawn program participants, and 2,000 active and inactive program participants along with in-person interviews with 200 active participants, analysis of survey information, and development of the report. This will entail specialized surveys, interviews, and data collection, sophisticated analysis, and strategic understanding of state policy and practice.
The survey shall include information regarding the program's effectiveness in furthering the principles of self-determination. The subsequent report to the legislature will help align California with federal expectations to enhance the abilities of individuals with developmental disabilities to exercise the same rights as all citizens, including choosing freely of their supporters, where they want to live and receiving unbiased assistance of their own choosing when developing a plan to further support their life goals.
