Project Description:
Education & Advocacy Promotion The first component of this project is to educate people with disabilities, families, and other Pennsylvania stakeholders about the HCBS Final Rule and the positive impact it can have on their lives. This includes informing people of the Rules requirements and benefits, as well as teaching strategies that empower people to contribute to their person-centered plans and advocate for supports and services that help them to achieve community integration and realize their rights as described in the Rule. Monitoring The second element of this project is to monitor the extent to which the Rule and the states transition plan are implemented; supports and services are maintained, lost, or decreased; peoples rights are realized; and people are engaged in meaningful and integrated community life. A comprehensive monitoring strategy will be developed and started by project partners during the first year of the project and be fully implemented in year two. This monitoring will take place using multiple methods: the use of Independent Monitoring for Quality (IM4Q) data, ongoing review of policies and state data, and focus groups conducted with those groups identified as experiencing disparate impact and the broader disability audience. Monitoring activities will also include site visits conducted by Disability Rights Pennsylvania (DRP) to those settings identified for heighted scrutiny and provider settings identified through self-assessments issued by the state. Information Dissemination & Reporting The third major activity focuses on the distribution of information that encourages replication of success and promotion of further change. Dissemination materials will be created and made available in print and electronically. The purpose of these documents including fact sheets and similar informational materials will be to expand education beyond attendance at training. These materials will be posted on the websites of the Institute on Disabilities and Disability Rights Pennsylvania and will be distributed through email lists, social media, and be made available to Council for hyperlinking.
