CDS will develop and provide professional learning, technical assistance and coaching in implementing multi-tiered systems (MTSS) in alignment the Delaware Department of Education's plan to support student social, emotional and behavioral wellbeing (SEBW). Using an array of resources and supports to guide districts/schools through exploration, installation and implementation stages, districts and schools will: • Install and sustain effective multi-tiered systems that support the social, emotional and behavioral wellbeing of all students • Align related social-emotional-behavioral initiatives and resources for greater impact • Implement high-quality social, emotional and behavioral (SEB) instructional materials at each tier of support • Use multiple sources of data (e.g., universal screening data, progress monitoring data, implementation data) to identify and respond to SEB needs across the tiers of support To support districts/schools to access the SEB resources that best match their priorities, supports are being offered at three levels of intensity based on the LEA/school current stage of readiness. Level 1 includes resources to identify needs, explore innovations that may provide solutions, develop a team to support the work, as well as assess and create readiness for change. Level 2 supports include resources for LEA and school teams to install a new approach or practice as intended, create feedback loops between the practice and leadership level in order to streamline communication, and gather feedback on how new practices are being implemented. Level 3 supports are available to LEAs only and are designed to enhance LEA capacity to scale up implementation of MTSS frameworks with fidelity. Ongoing coaching will be provided to LEA Leadership teams to with action planning, implementation of new skills and practices, and gathering data to assess fidelity and impact. In addition, targeted coaching will be provided to LEA Leadership teams engaged in DOE's Whole Child Community of Practice.
