Project Description:
The Hawaii State Department of Health, Children with Special Health Needs Branch (CSHNB), Early Intervention Section (EIS) is responsible for providing family-centered, community-based evaluation, direct and consultation services for infants and toddlers (with their families), birth to age three (3) years, with developmental delays and/or diagnosed biological condition including certain mental health conditions that have a high probability of resulting in a developmental delay. As the lead agency, EIS is mandated to ensure that the child receives services. The Hawaii Department of Health (HDOH), EIS in partnership with both public and private partners is developing a CSPD that is required under IDEA, Part C. The CSPD is made up of the following six components: 1) Leadership, Coordination, and Sustainability; 2) Recruitment and Retention; 3) Personnel Standards; 4) Preservice; 5) Inservice; and 6) Evaluation. The mission of the CSPD is Hawaii will create an integrated Comprehensive System of Personnel Development (CSPD) that will result in a collaborative, knowledgeable and highly qualified workforce. This workforce will provide culturally and linguistically responsive early learning services to keiki birth to five with special needs and their Ohana that are linked to national standards and integrated within personnel system in our State. The HDOH EIS is seeking assistance to evaluate the Comprehensive System of Personnel Development (CSPD).
As a contractor, we
1. Assist with developing an evaluation plan for the CSPD which includes processes and mechanisms to collect, store, and analyze data across all subcomponents.
2. Assist with the development and distribution of surveys; collect survey responses; analyze survey data; and provide a written summary of the findings.
3. Assist with developing infographics and data fact sheets to be shared with team members and the public
4. Participate in discussions about a CSPD data dashboard and assist in developing a dashboard framework.
5. Schedule follow-up progress meetings to address progress and allow time to seek any needed clarifications to the scope or progress of work.
