Project Description:
1. Need. The RISP project maintains longitudinal data on residence size and type for people with IDD who receive long-term supports and services through or under the auspices of state IDD agencies. This information is used by federal and state agencies and legislative bodies to inform public policy and to monitor progress toward a LTSS system that supports people with IDD in communities and with people they chose. 2. The University of Minnesota's National Residential Information System Program (RISP), which began in 1977, examines the status of, and longitudinal trends in provision of institutional and home and community based long-term supports and services for people with IDD. It collects annual data from state IDD agencies about state and non-state operated services, residential setting types and sizes, Medicaid and other funding authorities, and recipient age. It describes state and national trends in where LTSS recipients live, examines the impact of Medicaid and other Federal policies on state systems, and informs research, legislation, litigation and policy. Project partners include the National Association of State Directors of Developmental Disabilities Services (NASDDDS) and the Human Services Research Institute (HSRI). The RISP project is an AIDD Data Project of National Significance funded under the authority of the DD Act. The RISP project staff work collaboratively with the AIDD Project Officer, a Project Advisory Committee, a Joint Data Collection Work Group (JWG), and national dissemination partners to plan and coordinate activities and special studies and to disseminate and evaluate products. JWG products include a joint codebook and annual report, joint webinars, conference presentations, and other products. Formative and summative evaluation activities throughout the five years assess the impact of project activities and products. Project findings are translated into different formats for different audiences. Products include an annual technical report, state profiles, infographics, an online chart builder, journal articles, a project website (risp.umn.edu), conference and webinar presentations, and customized products for social media and specific target audiences. A robust program of technical assistance provides customized data to federal and state agencies, researchers, advocacy organizations, providers, the media, and other audiences. 3. Unusual features. The RISP project has provided annual updates on the status and trends in LTSS for people with IDD for more than four decades. It chronicles the impact of federal Medicaid policy changes on the places people with IDD live and the LTSS they receive. It also illustrates state variations in the utilization of various funding authorities, the pace of change and differences in the types and sizes of places LTSS recipients live and receive services. The RISP database contains state level data about residential settings for LTSS recipients with IDD from 1977 to the present and longitudinal data about state-operated residential facilities serving 16 or more people with IDD open at any time from 1960 to the present. 4. Expected benefits. The goal of the RISP project is to collect, analyze, translate information about the current status and longitudinal trends in residential and in-home LTSS for people with IDD to inform national and state decision making on policy, programs, and funding.
