BackgroundThe National Park Service (NPS) is required by the Architectural Barriers Act of 1968, and Title V of the Rehabilitation Act of 1973, as amended to ensure that its programs, services and facilities are accessible as is practicable to visitors and employees with disabilities. Departmental Regulations 43 CFR Part 17, Enforcement of Nondiscrimination on the Basis of Handicap in Department of the Interior Programs require that all entities conduct a comprehensive evaluation of the degree of access and to develop an action plan for achieving full compliance. These evaluations are also required by the NPS Management Policies, Director Order 42, and by the NPS Diversity Action Plan approved by the NLC in FY 1999. The NCA, a program of EPLY at Indiana University, is in a cooperative agreement with the NPS under CFDA 15.954: Conservation, Protection, Outreach and Education to provide training, technical assistance, and research in the area of accessibility in parks, recreation, and tourism. Goal and ObjectivesThe overall goal of this project is to fulfill the Department of Interior and NPS requirements (discussed in the background section) and aid the park in achieving universal access for all aspects of park programming and park locations. The objectives for the EDIS Accessibility Evaluation are: Conduct a thorough accessibility assessment of specified visitor use areas at EDIS, including physical assets and programmatic barriers Collaboratively develop solutions to mitigate accessibility barriers identified in evaluation Prioritize solution implementation Create a report documenting barriers and barrier removal recommendations for the park to use as a tool in developing action plans, work orders, and PMIS statements
