Project Description:
The purpose of UK KEDS First Steps (FS) is to support the reporting of annual child monitoring data from all First Steps providers across the state. The KEDS system provides a universal data platform that allows for the collection and analysis of data from state-approved curriculum-based assessments to provide several reports to FS Lead Agency (LA) staff. Assessment and demographic data are collected from all FS providers, for all children in the program from entry to exit. There are approximately 11,000 children in the FS program each year, with rolling enrollment based on eligibility and exit based on successful completion of individual goals or age three. Annual reports for children exiting the FS system include: 1) child progress on the three Office of Special Education Programs (OSEP) child outcomes and 2) progress on two OSEP summary statements or targets for all FS children in Kentucky (KY) and by Point of Entry (POE) offices. Lastly, annual reports for enrolled FS children include child progress on meeting Kentucky Early Childhood Standards (KY EC Standards) for children aged birth to three years, at aggregated state and individual child levels. The following activities are proposed for implementation in Years 1 and 2 of a 2-year contract, from July 1, 2014 to June 30, 2016. The overall purpose of the KEDS (UK Early Childhood KY Data System) is to support the collection, reliability, and analysis of assessment data from approved Curriculum-Based Assessments (CBAs) to provide reports to KDE on the progress of students across the state and from each district in meeting: Kentuckys Early Childhood Standards, the three Office of Special Education Programs (OSEP) child outcomes, and the two OSEP target summary statements. This proposal includes all current year deliverables, as well as recommended preparation for increased student numbers and procedures for planned entrance age changes for SFY15 and monitoring of districts who select alternate day programming, and concludes with a final paragraph of recommended upgrades to the KEDS platform based on user feedback and improved efficiency, which are contingent on increased funding in addition to the costs included in this proposal. 1. Support the collection, reliability, and analysis of assessment data from all preschool districts for approved Curriculum-Based Assessments (CBAs); 2. Provide technical assistance to preschool districts for the collection of assessment data; 3. Support KDEs KCEWS Collaborative; 4. Provide reports to KDE for: A) OSEP child outcome and target data by state, B) OSEP child outcome and target data by district, and C) KY EC Standards reporting; 5. Plan revisions throughout platform based on new entrance age requirements in SFY15, and 6. Monitor outcome results for districts that change to alternate day scheduling.
