Project Description:
Establish a workforce advisory group, building on the efforts already begun by the Missouri
Head Start State Collaboration Office which provide an detailed blueprint for forming, convening,
and launching such a group. The purpose of this advisory group will be to develop a shared
understanding of the needs of the early care and learning workforce, to determine what resources
are needed to meet the needs of this workforce, to identify local, state, and national initiatives
that address workforce development, and to begin developing a plan for meeting the needs of this
workforce, including the development of career lattices/pathways for various early care and
learning roles. (May-December)
o The advisory group should include representatives from state departments, higher education
institutions, other credentialing entities, training entities, and providers.
Based on the findings and input from the workforce advisory group, provide preliminary
recommendations addressing workforce issues for inclusion in the update of CBECs strategic plan.

Incorporate input from any federal grant technical assistance providers to enhance processes,
services, and/or deliverables, as needed and if possible.
