Regional Centers are state-funded nonprofit organizations authorized to coordinate and help clients/families find services that will meet their childs needs as defined in the Individual Program Plan (IPP) of the client across the lifespan. Regional centers are considered the last payer and as such, are obligated to exhaust generic services first. When generic services cannot be found or are of a poor quality, Regional Centers are allowed to fund services using Purchase of Service (POS) funds within their budgets. For over 20 years in California, there has been evidence of disparities in Purchase of Service (POS) dollars expended on regional center clients who are members of racial, ethnic, and/or linguistically diverse groups. Beginning in 2016, the California Legislature authorized two rounds of funding to assist regional centers in finding solutions to address these inequities. This grant was funded in the 1nd round of funding which were directed to regional centers. This contract came from the San Gabriel/Pomona Regional Center after identifying that many parents of individuals in the system had insufficient knowledge of their child's developmental disability and as such could not participate in the IPP planning process. After releasing an RFP focusing on this need, the USC UCEDD was selected to develop 5 parent-friendly on-line curricula in 5 languages (English, Spanish, Chinese, Korean, and Vietnamese). They will be developed on the following Diagnostic Conditions eligible for California's regional centers: Intellectual Disabilities, Down syndrome, Cerebral Palsy, Autism, and Epilepsy and field-tested. The curriculum developed has the potential for dissemination to all 21 regional centers in the state.
