In 2013, the Feds required states to develop a State Systemic multi-year Improvement Plan to improve outcomes of infants and toddlers with delays & disabilities. The focus was to be determined by analysis of state data, state infrastructure and stakeholder input. Stakeholders included parents of infants and toddlers with delays and disabilities, early intervention service providers, and state ICC. The decision in California was to focus on social and emotional development, which includes enhancing toddlers capacity to express emotions, regulate behavior, form meaningful relationships, and to have the capacity to explore, discover & learn. The SSIP required the development of a Theory of Action to address identified issues. An Identified Issue: Inconsistent approaches to screening, referral, evaluation and assessment of social/emotional development of Early Start children and families.
