Scope of Work FY19 Teresa Grossi External Evaluation for National Coordinating Center 1. Conduct formative evaluation of the Think College NCC which will include, among other tasks: a. collection of client satisfaction data from stakeholders; b. Analysis and summary of key findings based on webinars, website, etc; c. annual review with CC team of Coordinating Center Logic Model; 2. Address summative evaluation questions looking at the impact of the NCC in its three major areas of: knowledge development and implementation of an enhanced evaluation protocol, provision of technical assistance for TPSIDs, and dissemination of evidence-based practices to all PSE initiatives, leadership, and coordination. The summative evaluation will include, among other tasks: a. development or identification of objective performance measures of intended outcomes; b. summative data collection; c. development of site visit/site phone interview protocol d. site visits/phone interviews as appropriate to collect data on technical assistance to TPSID projects; e. identification of effective NCC activities suitable for replication f. outreach with survey and/or phone interview with all non-TPSID sites that receive site based or otherwise more in-depth technical assistance in FY19 3. Coordination of all NCC evaluation activities to include a. Development of a master calendar with all NCC training events for non-TPSID/general public (webinars, face to face training events, conference presentations, in-depth phone consults) b. Develop a master calendar of all evaluation/survey events we are planning in FY19 for TPSID projects. Include outreach to discuss satisfaction with TA provide by the NCC, data collection efforts, Project Director meeting evaluations, etc c. Outline of how each event is evaluated, including tools to use and who is responsible for preparing and sending the evaluation to the TA/Training recipients immediately following event as well as any follow up evaluation that will occur. d. 6-month summary of evaluation results with a narrative section highlighting what was learned from the surveys and action steps that should be taken as a result of evaluation findings. 4. Attend NCC staff meetings as requested; and 5. Submit written NCC evaluation report in September 2019. The report will include a summary of formative findings as well as summative findings relevant for FY19.
