Project Description:
The Research and Training Center on Community Living and Participation for Persons with Intellectual and Developmental Disabilities (RTC/CL) at the University of Minnesota (UMN) has engaged in research, training, and outreach to enhance community living and participation for people with intellectual and developmental disabilities (IDD) since 1988. The RTC/CL has made substantial contributions to increasing knowledge, improving practices, and influencing policies regarding people with IDD living in the community who receive or do not receive federal or state services (Appendix Y). The mission of the RTC/CL is to improve the lives of people with IDD through the generation of research-based knowledge, training, and dissemination focused on community living and participation. RTC/CL conceptualizes community living and participation as an ever-evolving, complex and individualized construct. Community living is complex because people experience their lives in different contexts, view life through varied cultural and linguistic lenses and have different expectations and experiences depending upon their age. Key dimensions of community living, listed in Table 1, are influenced by access to and the availability of: long term supports and services (LTSS), support to and from families, the competence of direct support staff and others who support people to live in and experience their communities, and policies and service delivery systems that offer these supports.
