Building the Capacity of Vietnamese Parents to Access and Utilize Regional Center Services
Project Description:
Regional Centers are state-funded nonprofit organizations authorized to coordinate and help clients/families find services that will meet their child's needs as defined in the Individual Program Plan (IPP) of the client across the lifespan. Regional centers are considered the last payer and as such, are obligated to exhaust generic services first. When generic services cannot be found or are of a poor quality, Regional Centers are allowed to fund services using Purchase of Service (POS) funds within their budgets. For over 20 years in California, there has been evidence of disparities in Purchase of Service (POS) dollars expended on regional center clients who are members of racial, ethnic, and/or linguistically diverse groups. Beginning in 2016, the California Legislature authorized two rounds of funding to address these inequities. This grant was funded in the 2nd round of funding which was limited to proposals from community-based organizations. This grant is a partnership between the USC UCEDD and the Vietnamese Parents of Disabled Children Association (VPDCA) in Orange County and focuses on Vietnamese clients of regional centers because this ethnic sub-group has been found to be the most underserved of Asian Regional Center clients. Two years of funding were awarded to build the capacity of the Vietnamese Parents of Disabled Children Association (VPDCA) to more effectively serve members of their organization who are served by the Regional Center of Orange County and to do outreach to Vietnamese clients and families of the San Gabriel/Pomona Regional Center. Four specific objectives are targeted:
Objective: 1. Increase the number of Vietnamese parents with more positive perceptions of their child's capacity to acquire adult living skills, be more independent and a contributing member of their families and the community.
Objective: 2. Increase the number of Vietnamese parents who actively participate in the IPP process through intensive personalized training of the IPP process using an IPP Coaching program.
Objective: 3. Increase the number of Aging Vietnamese Caregivers (60 and older) who have Transition Plans
Objective: 4. Organize a VPDCA Chapter at SGPRC that will provide parent-to-parent education, support, and advocacy training for its members.
