Project Description:
First, TTIEC will enhance the social-emotional needs of children birth to five, their families, and agencies. In collaboration with the Division of Child Care (DCC) and the Department for Public Health (DPH), HDI will extend screening and referral services to young children across KY by increasing HDIs technological capacity to receive and report screening and referral data for children enrolled in early care centers, so as to enhance the system of care for children aged birth to five. HDI staff will expand the current reporting features for online entry of ASQ-3 and ASQ:SE-2 data, to include the most current ASQ:SE-2 items, with online access to ASQ agency-specific summary results. Screening and referral data will inform the monitoring of childrens development, and will allow DCC to document childrens progress. Analyses will be conducted to determine the status of children at intake and follow-up for referrals, and will be available in an aggregate manner to each center and to DCC administrators through restricted-access HDI accounts. Second, TTIEC will support the core values and guiding principles of System of Care. The project supports the system of care key values. Expanding access to receipt and reporting of early care screening data supports community-based services, as it provides a needed vehicle for identification of areas of concern and referral processes among young children in KY. Use of the ASQ-3 and ASQ:SE-2 with young children is best practice for screening and is recommended in Kentuckys Early Childhood Continuous Assessment Guide (KDE, 2004). The project extends current quality screening and reporting procedures that are implemented in early childhood programs in KY, including HANDS, First Steps, and some early care centers.
