Partnership for Hope Waiver evaluation
Project Description:
Purpose of the Proposed Evaluation Study: Conducting an evaluation of the PfH offers a unique opportunity to study both the economic and program impacts created through this innovative county, state, and federal partnership. The results of the study will be used to support the continued growth and expansion of the waiver and support the identification of the most beneficial components of the program in promoting additional economic and program outcomes across the state of Missouri.
As such, we propose to conduct a study regarding the impact of the PfH at the state/county, individual, and family levels. The study will be designed to:
1. Assess the overall economic impact of the waiver
2. Assess the impact of the waiver in avoiding or delaying a more costly level of care and service for participants
3. Assess the impact of the waiver in meeting individual and family needs and reducing state wait lists for services
4. Identify changes and enhancements needed within the provider community to improve services provided through the waiver
The Missouri Division of DD, the Missouri Association of County DD Services, and the UMKC Institute for Human Development will partner to conduct this study. The evaluation will engage these partners along with families and individuals with DD in the conduct of the study.
