Project Description:
The Arkansas Navigator Coalition (ANC), operated by the UCEDD, provided education and enrollment assistance in health insurance under Affordable Care Act to the citizens of Arkansas. The UCEDD employed up to 12 Navigators and contracted with sub-grantees to employ up to 6 more. ANC's goals were to increase the amount of Arkansans with healthcare coverage. ANC achieved this goal by coordinating enrollment efforts with other organizations around the state and by sharing information and strategies to ensure that every consumer had access to in-person assistance for enrollment. One of the prime tools ANC utilized was the Enroll America Connector, an internet appointment making system in which assisters could show their availability and consumers could sign up for appointments. The most effective strategy was to make sure that ANC assisters made every effort to be available to consumers. To that end, ANC assisters set regular hours at conspicuous, public local locations and maintained a regular presence at health fairs, job fairs, and festivals around the state. The expected benefits to the state were that more than 1000 Arkansans were enrolled and more than 5000 were provided with education about health insurance by just ANC Navigators.
