Federal Social Security Title IV-E funds subsidize child welfare services to keep children in their families when possible, provide permanency planning services, and place children in out-of-home care. Public child welfare services are those provided by state or county child protection, foster care, adoption and family services agencies. Title IV-E funds may also be used to support educational and training efforts for the current and future child welfare workforce, including: direct financial assistance (stipends) to undergraduate and graduate students, curriculum development, and field instruction. As a part of CASCWs goal of providing an educational program that prepares Title IV-E Child Welfare scholars for employment in public and tribal child welfare, CASCW conducts on-going evaluation of its Title IV-E child welfare stipend program. In the fall of 2012 the Child Welfare Knowledge Assessment (CWKA) was implemented with all incoming Title IV-E scholars. The CWKA is utilized to determine how well coursework, field experiences, Title IV-E learning opportunities, and CASCWs advising model help provide students with the knowledge and resources needed to proficiently reach the Child Welfare specific Educational Policy and Accreditation Standards (EPAS), which are also used to evaluate the School of Social Work for accreditation. The evaluation also assists CASCW document the success of its Title IV-E program, as well as identify areas for improvement. CASCW is collaborating with the University of Minnesota-Duluths Center for Regional & Tribal Child Welfare Studies in a joint effort to evaluate Title IV-E programming across the University of Minnesota. Additional areas of evaluation are currently under development.
