In October of 2011, Governor Pat Quinn announced his intent to close at least two of the state operated developmental centers (SODCs), Jacksonville and Murray. The plan was to transition 92 persons by the end of FY 2012, 273 persons and close 2 SODCs by the end of FY 2013, and transition 94 persons and close another 2 SODCs by the end of FY 2014. The objectives of the current project are three-fold. The first is to investigate outcomes of the individuals who moved out of Jacksonville and Murray, which are slated for closure by June 30, 2013. The second is to access outcomes of a sample of persons remaining in other SODCs during the same time period. This will allow us to compare outcomes of individuals who transition from the closing SODCs with outcomes for individuals who remain in other SODCs. For the individuals who transition out we will be assessing: 1) Type and characteristics of settings the individuals were discharged to; 2) the current status of the individual's residential placement; 3) the reason(s) for changes if any in the individuals' residential placements (including morality data) and 4) type of technical assistance sought (if any) during and after transition.
