Project Description:

Four counties that have a grant from Minnesota DHS to develop alternatives to corporate foster care are developing a systems design process. This process will identify the barriers in the system to people moving out of corporate foster care (i.e., small group homes) to more independent alternatives, and then develop a system that can be used in all counties and in other states. Unusual features are the partnership between Humphrey Institute, ICI, and the 4 counties.
