Objective One:
Increasing Physical Accessibility of Komen Affiliate
Screening Grantees for Women With Disabilities
I. Revision and Modification of Materials
A. Revise the content of the Mammography Facility Assessment Survey developed by AAHD as needed in conjunction with the AAHD project director and staff, adding to the existing instrument items related to perceived training, education and technical assistance needs of facility staff.
B. Develop two versions of the instrument: (a) an on-line version of the assessment that can be viewed and downloaded and (b) a traditional pen/paper version of the assessment that will be available on the project website and can be downloaded by facilities.
II. Project Web Site
A. Develop a project web site that identifies AAHD as the primary grantee from Susan Komen for the Cure and contains (a) resources related to accessibility of mammography facilities identified by AAHD; (b) a link to the AAHD website; and (c) a link to the on-line learning portal (see section III below).
III. Accessibility Assessment Process
The assessment process will occur in two phases. The first phase will occur in months one to sixteen, while the second round will occur in months ten through twenty four, as presented in the project time line on page six of this scope of work. Each round will consist of the following activities (III.A III.F) below.
A. In conjunction with AAHD staff, identify clinical grantees of Susan Komen for the Cure that are potential participants in the accessibility assessment process. Perform an initial review of current Komen Affiliate funded projects to identify potential screening grantees using these screening criteria: (a) provision of clinical services (does the grantee provide direct mammography services?); (b) clientele (participating sites should have a mix of diverse types of clients in terms of racial/ethnic identity); (c) geographic spread (participating sites should be dispersed in various regions of the country and should be a mix of urban and rural locations); type of facility (from free-standing womens health centers to facilities in large hospitals) and length of Komen grant period (this project will require that participating sites not be in the final six months of their funding period).
In collaboration with the AAHD project officer, invite sites to become one of three types of participants:
Physical Accessibility Sites: A maximum of forty two sites will be selected to partici-pate in the full physical accessibility screening component of the project, which will include an invitation to participate in both the physical accessibility assessments (see III.F below) and on-line education and resource modules on disability culture and sensitivity (see Objective Two below).
Education and Training Only Sites: A second set of sites will be selected to partici-pate in the education and training program on line modules described above. There is no limit to the number of sites that will be able to participate in this portion of the project, since the on-line training and education program can accommodate an unlim-ited number of individuals.
Resource Sites: The availability of the Resource Site Portal (see V.B below) will be made known to all Komen Affiliate clinical grantees through regular email communi-cations. Incorporate an opt out option for sites not wanting to receive regular up-dates about on-going materials focusing on accessibility, disability awareness and sensitivity for women with disabilities.
B. Develop materials for use in mailings, e-mails and telephone conversations with potential participants.
C. Contact potential sites to solicit their participation in the assessment process through a combination of mailings, electronic communication and telephone calls.
D. Facilitate the completion through on-going technical assistance of the revised Mammog-raphy Facility Assessment Survey by sites which agree to participate in the assessment process.
E. Review completed self-assessments for each participating facility and prepare a site-specific preliminary report that includes (a) areas for follow-up in the on-site visit; (b) recommendations to increase accessibility and (c) recommendations for training, educa-tion and technical assistance based on responses to questions about accessibility chal-lenges and topical training needs identified by facility staff.
F. Conduct an on-site site visit to facilities that have completed the self-assessment. While each site visit will be tailored to the individual results of the self-assessment and identi-fied needs of the facility, they will follow the same general format. This includes (a) a discussion of topics or issues that have not been fully addressed in the self-assessment; (b) a review of accessibility recommendations in the report and discussion of questions by facilities; (c) a discussion of ways to facilitate additional training and education by fa-cility staff (see Objective Two below); and (d) identification of user friendly materials, either in hard copy format and/or on the project web site that facility staff can use in the future and for one going training specific to women with disabilities
Section Two:
Increase The Ability Of Staff Of Komen Affiliate Screening Grantees To More Effectively Serve Women With Disabilities By Increasing Their Understanding of Disability Culture and Sensitivity Through Education and Training Modules
IV. Review and Modification of Existing Training and Education Materials
A. Based on materials identified by AAHD, assess existing training programs, including tra-ditional curricula, video presentations, on-site trainings, webinars, and update the existing Disability Cultural and Awareness Compendium previously developed by AAHD.
B. Place the revised compendium on the project web site and provide a paper copy to each participating mammography site.
V. Develop a Comprehensive Learning Management System
A. Incorporate content from existing education and training materials and the AAHD Disa-bility and Cultural Awareness Compendium into a set of modularized on-line modules targeted at improving the understanding of staff of mammography facilities with the needs and priorities of women with disabilities and provide information on how to im-prove services to this target population. The number and content of modules will be de-termined collaboratively between the AAHD project officer and DHPD staff. Each module will be between eight and twelve minutes in length, and will use interactive graphics, exercises, videos and competency assessments. Participants will register to take the modules on the project web site.
B. Create complimentary materials for individuals viewing the on-line modules in a Acces-sibility Resource Portal, including (a) a participant guides which will guide grantees through the on-line modules; (b) links to additional resources from AAHD and other or-ganizations that participants can access at any time during or after the training; (c) add a minimum of one new resource each month: and (d) an Ask a Trainer function built into the on-line modules through which users can send e-mails with questions. The portal will include a combination of products developed by AAHD staff in prior projects (brochures, tip sheets, fact sheets, Disability and Cultural Awareness Compendium, etc.), as well as products by other organizations such as Centers for Disease Control and Preventions (Right to Know Campaign), Susan G. Komen for the Cure, peer reviewed journals and disability/health/womens organizations.
The learning management system will also automatically track the progress of participants, on-line competency assessments and issue certificates of completion.
C. Conduct a pilot of the on-line modules and learning system and make revisions as needed in conjunction with the AAHD project officer.
D. Conduct a national roll-out of the learning system.
E. Assess if staff of participating mammography facilities would be interested in receiving continuing education credits in addition to their certificate of completion for completing the On-line educational modules on disability culture and sensitivity. Based on the re-sponses, make applications to relevant credentialing organizations to receive CEUs.
F. Identify states that have incorporated continuing education as a requirement for licensing of radiation technicians and sonography technicians, and negotiate with these states to in-corporate the on-line learning system developed for this project in their required continu-ing education.
Section Three:
Evaluation
VI. Conduct An Evaluation Of The Impact Of The Project
A. Develop a process and evaluation instruments for a process evaluation that will provide key pieces of information to the AAHD project officer on progress being made towards achieving project objectives, including meeting project timelines.
B. Develop a process and evaluation instruments for a longitudinal output evaluation.
C. Develop a process and evaluation instruments for a longitudinal outcome (impact evalua-tion).
D. Complete applications for approval of evaluation processes and instruments from the University of New Mexicos Institutional Review Board (protection of human subjects) and send to the AAHD project officer IRB approval when received.
E. Provide regular reports to the AAHD project officer, but no less than one each quarter, on evaluation results.
The output and impact evaluation (B and C above) will use the following evaluation indi-cators. These indicators may be revised and additional indicators may be developed in collaboration with the AAHD project officer.
