Municipalities, first responders and people with developmental disabilities need to be educated about emergency preparedness for people with disabilities by a comprehensive manual along with training curriculum. Storms Irene and Alfred illustrated how municipalities, first responders and people with disabilities are ill-prepared to work together during disasters. In addition, many municipalities have not taken the lead to work with people with disabilities and their families to create emergency preparedness plans for their towns. The purpose of this project is to support an Emergency Preparedness Training initiative. The goals of the project are (1) to research and assemble national and state emergency preparedness materials to assist municipalities with creating their town's emergency preparedness plans for citizens with developmental disabilities; (2) to research and assemble national and state emergency preparedness materials to assist people with developmental disabilities in creating their own emergency plans; (3) to create the curriculum on emergency preparedness that will target (a) municipalities, (b) emergency preparedness personnel (first responders and Community Emergency Response Teams, if these teams exist in towns), and (c) people with developmental disabilities (and their significant others); and (4) to develop, print and disseminate 300 detailed training manuals, a training curriculum and a train-the-trainer video, up to four hours in length for first responders, municipalities and people with developmental disabilities.
