Cost Identification in Prevention and Management of Secondary Conditions Experienced by Adults with Developmental Disabilities

Developmental disabilities hold a significant place at the new intersection of public health and rehabilitation. An estimated 2 to 4 million people with developmental disabilities account for 35% of all disability years in 1986. Further, mental retardation ranks first among all chronic conditions causing activity limitations among persons of all ages. Data about secondary conditions experienced by people with developmental disabilities is extremely limited, however.
The ICIDH-2 emphasizes that Personal Assistants are critical and dynamic features of the support environment for many adults with developmental disabilities; primarily responsible for organizing the environment and ensuring that healthy behavior patterns are followed. Getting these direct care service providers motivated to consider health to be an important and worthwhile investment is an important and yet largely unaddressed component of health management among adults with developmental disabilities. Understanding the costs associated with varying approaches to such services and supports, and their relationship to socially valued outcomes is critical information needed for designing the most effective and efficient systems.
The overall purpose of this proposal is to explore strategies for managing the treatment environment for cost-effective and health promoting outcomes for adults with cognitive/learning disabilities. Two studies are proposed to develop and test methods and measures for assessing costs associated with secondary conditions among adults with developmental disabilities living in supported systems, and to design and evaluate a template for developing cost-effective interventions aimed at reducing limitation due to secondary conditions.
