ACS CMS Workforce Data Collection Technical Assistance to National Balancing Indicators States

Project Description:
Provide support to The Lewin Group in providing technical assistance to CMS grantees in the National Balancing Indicators project on direct service workforce data collection. We will create surveys to be used by participating states to measure the size of their direct support workforce across disability populations. One survey will be for provider organizations and will cover turnover, number of staff, retention, benefits and training. The other will be for people working directly for individuals with disabilities through consumer directed services. Paper and online versions of the survey will be created. We will assit the 7-8 participating states to create a sample frame, field the survey, analyze the results, and use the results to make policy decisions. A key element of the technical assistance is working across disability "silos" in state Medicaid agencies (e.g., developmental disabilities, aging, mental health, physical disabilities, children with special health care needs). The purpose of the project is to pilot a data collection and analysis process that can be used by all states to assess their workforce volume, turnover, wages, benefits and other workforce issues.
