The Pacific Vision Instruction Project (VIP) is the Pacific Personnel Preparation in Vision Education that responded to the demand for fully credentialed, effective personnel educating students who are blind or have visual impairments in the Pacific through training up to 20 students in a Master's of Special Education program. The Pacific VIP is a 4-year collaborative training program facilitated by Guam CEDDERS in partnership with the Northeast Regional Center for Vision Education (NERCVE) located within the Institute of Community Inclusion that is academically affiliated with the University of Massachusetts Boston (UMass Boston), Graduate College of Education. Activities of this project included: (a) implementing an active recruitment strategy of scholars for the regional program; (b) offering a high quality regionally accessible Master of Education degree in Special Education plus 28 advanced graduate credits for dual credentials in Teachers of Students with Visual Impairments and Orientation and Mobility enhanced by integrated field experiences coordinated through the academic program; (c) increasing the likelihood of participant retention and completion by providing individual and cohort support in addition to technology support by project staff, consultants and other participants; (d) designing, field-testing and deploying a monitoring and reporting system that provides evaluation of the students after they have graduated from the program; and (e) sustaining regional collaboration and communication through partnerships with the Pacific education agencies throughout the Pacific region.
