Project Description:
Project Context: At the heart of independent living are individuals with disabilities. Although one step removed from providing direct services to individuals, the individual remains at the core of the State Independent Living Councils'(SILC) mission, which is to 1) assure that services to people with disabilities are delivered effectively and, 2) develop policy and legislation to meet the changing needs of the disability community. Project Focus: The Independent Living Research Utilization organization (ILRU) has established sub-contracts with the following organizations, the National Council of Independent Living (NCIL), the Association of Programs for Rural Independent Living (APRIL), and the Center for Persons with Disabilities (CPD). These organizations will deliver the goals of the SILC Net project which focus on training and technical assistance in the following areas: 1.) The development, implementation, and monitoring of State Plans for Independent Living Centers. 2.) Drafting and promoting state policies that further the IL program and home- and community-based services. 3.) Increasing effective communication between SILCs and CILs 4.) Implementing strategies for consumer feedback and program evaluation. To attain these goals, the SILC Net comprehensive program of training and technical assistance will be designed around four objectives, each of which focuses on a key area of performance for SILCs: 1.) Supporting SILCs to achieve leadership and management excellence. 2.) Strengthening State Plans for Independent Living. 3.) Advancing community programs for people with disabilities. 4.) Supporting SILCs with indepth and intensive assistance. Measurable, outcome oriented objectives have been set for each of these key areas based on an extensive needs identification methodology. Project Services: Several fully accessible knowledge transfer approaches will be utilized including, but not limited to a) National training sessions, b) online courses, c) Webcasts, d)Listserv groups, e) Weblogs, and f) Wiki groups. FY 2010 Focus The CPD will continue to evaluate the training and technical assistance components of the project and provide feedback to SILC Net staff. The SILC Net staff at the CPD will continue to offer and maintain online courses which will be revised and updated in response to evaluation and feedback results.
