Louisiana Low Incidence Disabilities Consortium

The Louisiana Low Incidence Disabilities Consortium (LA LIDC) is funded by the Louisiana Department of Education. The goal of this initiative is to establish a sustainable consortium to increase Louisiana?s capacity for statewide availability of high-quality, performance-based initial and advanced teacher education programs and professional development opportunities.
Currently, The Louisiana Low Incidence Disabilities Consortium is a joint endeavor among the University of New Orleans, Louisiana Tech University, and the Louisiana State University Health Sciences Center (Human Development Center). Over time, the plan is to increase membership by expanding the partnership to include additional in-state and complementary out-of-state institutions of higher education.
The Louisiana Low Incidence Disabilities Consortium is supported by an interagency Advisory Committee that represents a wide range of stakeholders with diverse interests, perspectives, and expertise in areas that are integral to this initiative. This Advisory Committee provides guidance related to numerous initiative activities associated with the following objectives:
1) To establish an infrastructure to operate the Consortium.
2) To establish partnerships to operate the Consortium.
3A) To design and deliver performance-based certification coursework in three low-incidence areas on a statewide basis.
3B) To design and deliver a six credit hour block of coursework focused on best practices for students with autism spectrum disorders and related disabilities.
3C) To design and deliver advanced coursework to support leadership in the field of low incidence disabilities.
4) To provide internship and field experience opportunities for participants enrolled in certification, advanced study, and professional development activities.
5) To assess performance of participating teachers to ensure demonstration of targeted competencies.
6) To recruit and retain qualified participants for consortium activities, including individuals from culturally and linguistically diverse groups.
7) To design and deliver professional development activities to improve education outcomes for learners with low incidence disabilities.
8) To establish and support management structure for the Consortium?s Advisory Committee.
9) To evaluate the impact of the Consortium.
10) To develop and implement a sustainability plan to ensure continued operation of the Consortium beyond the funding period.
The Louisiana Low Incidence Disabilities Consortium is funded for a three-year period (June 2007 through May 2010). However, based on evaluation results and the ability to enact policy, procedural, and funding mechanisms to sustain such, the intent is to sustain its operation well beyond this funding period.
