Product Description:

This report presents the results of two focus groups that discussed the advantages, disadvantages, and uses of out-of-level tests. While no clear consensus emerged among test measurement experts about testing students with disabilities out of level in large-scale assessment programs, multiple issues and concerns were raised that can guide policymakers toward appropriate assessment decisions.
