This paper examines a policy change for the Social Security Administrationdelaying use of the substantial gainful activity criterion for adult SSI determinations until age 22that could smooth the transition to adulthood by allowing youth to maintain access to SSI benefits as they build skills and work history needed to achieve eventual employment.
