Project Description:
Evaluation of the Abraham Lincoln National Heritage Area (ALNHA), analyzing (1) the progress of its nonprofit coordinating entity Looking for Lincoln, (2) the investments of relevant institutions and private entities, and (3) relevant operational components, such as management structure, partnership relationships, and sustainable funding. The methodology to be used in the ALNHA Evaluation as provided by the National Park Service (NPS) will include an assessment of processes, structure, and roles consistent with all National Heritage Areas. The project will utilize a collaborative case study evaluation approach and focus on the accomplishments of, investments made, and sustainable management of the NHA. It is understood that this methodology is clearly identified in the 2016 NHA Evaluation Guide published by the National Heritage Areas Program Office:
• Meet with ALNHA coordinating entity Executive Director and Staff to develop Logic model to guide outcomes-based evaluation process
• Review and analyze financial data
• Conduct topic-centered interviews with NHA Staff, NHA Partners, and NHA community network
• Analyze data and prepare draft findings document
• Finalize findings document in coordination with NHA under evaluation and the NPS review team to ensure factual accuracy
