Building Capacity in Cultural and Linguistic Competence as an Approach to Reducing Disparities in the DD System
Project Description:
TC collaborated with the State Council on Developmental Disabilities, USC UCEDD, CED at the Mind Institute, and Disability Rights California to work with North Bay and Valley Mountain Regional Centers to help increase the capacity of their regional centers to integrate cultural and linguistic competence into their organizational policies and practices as an approach to disparities reduction. As a result of this work TC received a small contract to be the evaluator. The primary goal of the evaluation is to assess the shifts in Regional Center staff attitudes, knowledge, and behavioral intentions related to cultural and linguistic competence. The evaluation will be carried out in collaboration with the National Center on Cultural Competence (NCCC) and State Council on Developmental Disabilities (SCDD). All evaluation tools will be adapted from existing tools and approaches used by NCCC. The Tarjan Center will be reliant on advanced information from NCCC on their planned agendas and objectives for each of the training and technical assistance sessions. Key tasks are: Collaborate with NCCC regarding the approach and evaluation tools they use for professional development and changes in organizational capacity implementing the Delving Deeper curriculum; adapt NCCC evaluation tools according to the objectives for each of the Forums and TA sessions; in consultation with NCCC, assess changes in Regional Center staff attitudes, knowledge, and behavioral intentions pre- and post-intervention (first forum, monthly TA sessions, and closing forum). Information will include other individuals included by the Regional Center in the aforementioned core activities of the project, in consultation with NCCC, evaluate staff satisfaction on the usefulness and quality of the training and technical assistance, and complete the evaluation section for 3 quarterly progress reports submitted by SCDD to DDS.
