Through an initiative to establish the Great Falls Regional Service Center (GFRSC), this project will evaluate, create and implement a regional service model to support preschool children with disabilities as the Maine Department of Education supports movement of these services to school systems. We propose regional delivery of collaborative programs and educational services for students ages 3-5. This logical partnership would create efficiency in service delivery and promote innovative approaches to improving educational outcomes. This proposal includes: Involvement of two (2) or more eligible entities: Lewiston Public Schools, Auburn School Department, MSAD 52 (Turner, Greene, Leeds), RSU 16 (Mechanic Falls, Minot, Poland) Implementation within a short period of time after the award of the grant; Expanded access to professional development, training and support for teachers and administrators; Improved management and use of data to enhance instruction and increase student achievement; and Implementation of a project that will demonstrate sustainable savings in the cost of delivering educational services and improving student achievement. CCIDS will: Collect data, evaluate current service delivery systems, research best practices for the regional delivery of services to preschool students with disability; Work with the core administrative project team, Peer Learning Collaborative (PLC), and pilot site staff to serve as a liaison and facilitator as project progresses; Develop materials for use by PLC and for subsequent dissemination statewide; Train initial cohorts in Phase 2; Conduct train the trainer in Phase 3; and Interface with IT personnel to clarify the data required from data systems to meet the progress metrics. The benefit to CCIDS will be that the project serves the centers mission for research, education, service, and dissemination in developmental disabilities. In particular, the proposed project meets the centers designated area of emphasis in education and early intervention.
