Significant research demonstrates the need for schools to implement comprehensive intervention systems that address the academic and behavioral needs of students who are not meeting targeted goals. As determined by a statewide stakeholder group in the spring and fall of 2005, Nevada schools should develop and sustain intervention systems that support the implementation of four essential components. These four components include: data-based decision making, collaborative outcome planning, monitoring for progress and interventions. When correctly designed, and intervention system that adheres to these four components has the capacity to support school personnel, parents and students to realize desired student achievement outcomes for every student. Students also need access to quality instruction from personnel who have the skills and capacity to meet their unique needs. In order to ensure that each teacher in Nevada has such skills, systemic changes are necessary in pre-service preparation, teacher licensure and ongoing professional development. To realize these changes, stakeholders must agree on the specific data-based concerns that exist, determine strategies for resolving these concerns and collaboratively take responsibility for implementing an action plan that will result in the fulfillment of the selected reform strategies. Technology is essential for ensuring that these goals are met in effective and efficient ways. An infrastructure for communication and collaboration must exist in which stakeholders are able to use technological applications, such as the internet, to accomplish their work in expeditious yet productive ways. An area identified by the stakeholder group as lacking under the component of collaborative outcome planning was transition planning for students at the high school level transitioning into the workforce and higher education community. A pilot Summit was held in the April of 2008 to gather information from students about their level of participation in their goal planning. This Summit will be designed to help students be more active advocates for themselves in the IEP and future goal planning process.
