Project Description:
Project BRABU is a comprehensive community based substance abuse preven-tion and intervention program. It has been developed through collaboration among key state and community agencies. The targeted population is individuals across the lifespan who are at risk for substance abuse and those who are currently abusing alcohol and or drugs. The proposed project is expected to serve 18,987 of the k-12 population and approximately 25,316 of the adult population at multiple levels and activities, from public service announcements to treatment programs. Proposed strategies and interventions are based upon the Center for Substance Abuse Preven-tion (CSAP) strategies and include: (1) Information dissemination; (2) education and awareness; (3) community based processes; (4) environmental approach; (5) problem identification and referral; and (6) alternative programs. The following will be addressed. Goal 1. Build prevention capacity and infrastructure throughout the Commonwealth. Obj. 1.1: Create a well-coordinated data collection and management system. Obj. 1.2: Reorganize, expand, and utilize the Advisory Council to provide oversight. Obj. 1.3: Work with the Advisory Council to create workgroups to monitor progress and accomplish each required step of the SPF. Obj. 1.4: Identify gaps in services and capacity through completion of a needs assessment. Obj. 1.5 Formalize the sub-recipient funding mechanism. Obj. 1.6: Expand the delivery of prevention and treatment services to Rota and Tinian. Obj. 1.7: Work with community partners on Saipan to expand services and more effectively utilize existing services. Goal 2. Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking. Obj. 2.1 & 2.2: Develop substance abuse prevention community based services and programs for the general population and for special population groups. Obj. 2.3: Develop and implement a substance abuse prevention program that includes enforcement of underage drinking. Obj. 2.4: Build upon and develop community based intervention services and programs to address the needs of community members abusing substances. Obj. 2.5: Build upon and develop community based relapse prevention services and programs. Goal 3. Reduce substance abuse-related problems. Obj. 3.1 Develop strategic substance abuse prevention community based services and programs to address criminal activity, educational failure, and employment issues. Goal 4. Evaluate all project activities. Obj. 4.1: Develop data collection, management, analysis, interpretation and reporting plans. Obj. 4.2: Implement the data collection, management, analysis, interpretation & reporting plans. The unusual features of the project include its focus on cultural competence in substance prevention procedures, community based programs, and facilitation and use of advisory council. The expected benefits are to reduce the substance consumptions and consequences of substances use or abuse.
