Project Context:
Family Support 360 for Military Families is an initiative of the U.S. Department of Health and Human Services; Administration on Developmental Disabilities (ADD), part of the Administration for Children and Families. Since 2008, ten grants have been awarded to plan and implement one-stop centers for military families.
While many service programs are available in this country, human service systems often fail to meet the diverse needs of an individual with developmental disabilities and his/her family. A family may need several services, and many human service systems address primarily one need, such as health, education, or employment. These systems usually focus on one individual, not the person and his/her family. Military families usually have to navigate two systems-civilian and military.
These one-stop centers will enhance the capabilities of families in assisting children with developmental disabilities to achieve their maximum potential; support the increasing ability of children with developmental disabilities to exercise greater choice and self-determination and to engage in leadership activities in their communities; and ensure the protection of children with developmental disabilities' legal and human rights.
Project Focus:
The Center for Persons with Disabilities (CPD) has been designated by the Commander of Hill Air Force Base (Hill AFB), in Clearfield, Utah, to develop the Military Family Support 360 implementation proposal.
The initial assessment of the needs identified by Hill AFB personnel and active duty parents who have children with developmental disabilities indicates that Hill has an array of services and case managers already in place. Coordination of base services with, and ready access to, civilian services was a stated need.
The Military 360 Project objectives include:
1. Assist with enhancing and strengthening the capacity of Hill AFB personnel;
2. Identify military and civilian supports and services;
3. Coordinate communication between military and civilian systems;
4. Establish a single-point of contact for information, support, and referral;
5. Provide training and technical assistance to Hill AFB case managers;
6. Provide workshops for families on military/civilian services;
7. Provide technical assistance with website content;
8. Ensure continuity of knowledge as base personnel and military/civilian services change from year to year.
FY 2011 Focus:
The Military Family Support 360 project will provide individual family-centered assessment and planning related to year one's area(s) of emphasis: education, early intervention, and child care. This project will assist 20 families this first year, and 40 families each year in the second through fifth years.
