Project Context:
The term `center for independent living' (CIL) means a consumer controlled, community based, cross disability, nonresidential private nonprofit agency that is designed and operated within a local community by individuals with disabilities and provides an array of independent living services. At the heart of independent living are individuals with disabilities. Their maximum independence and integration in community life relies in large measure on well-trained disability professionals working in high functioning independent living centers.
Project Focus:
The Independent Living Research Utilization organization (ILRU) has established sub-contracts with the following organizations, the National Council of Independent Living(NCIL), the Association of Programs for Rural Independent Living(APRIL), and the Center for Persons with Disabilities(CPD)to carry out the goals of the CIL Net project.

The overarching goal of the CIL NET project are to 1) foster management and programmatic excellence on the part of CIL boards, executives, and staffs, and 2) to increase their capacity to improve the integration, inclusion, and full participation in community living of individuals with disabilities.
To accomplish these goals, several approaches will be used including the following:
1) national and regional training sessions
2) online courses
3) peer-to-peer training and intensive technical support
4) webcasts
5) listserv groups
6) weblogs
7) wiki groups
8) teleconferences
Project Services:
The CPD will develop a participant feedback and evaluation process for all of the approaches utilized in the CIL Net project. The CIL NET staff will deliver and maintain online courses to the professionals working with independent living centers.
The CIL NET comprehensive program of training and TA will be designed around six objectives, each of which focuses on a key area of performance for CILs:
1) Support CILs to achieve management excellence.
2) Strengthen capacity and entrepreneurial activities.
3) Improve proficiency in the provision of core services, nursing home transition, and housing.
4) Support at-risk centers through peer mentoring and intensive support.
5) Assist CILs in developing emergency plans.
6) Support new CILs as they start-up
FY 2011 Focus:
CIL-Net staff at the CPD will focus their efforts on developing, conducting, and evaluating a series of ten 3-4 week online courses on a variety of topics including: housing, financial management,and Olmstead and community transition , training for Independent Living personnel, Medicaid, and building an effective Peer Support Program.
The CPD will continue to direct the overall evaluation efforts of the CIL-Net Project and gather process and outcome data for each of the main activities listed in the Project Focus section above.
